I'm sorry if this seems personal but Derek as Walk and Talk moot leader do you have any people who only go to your moot and are not represented by another moot already because I'm not sure who you represent apart from yourself? Would you care to make clear!

What I also need to add is one of the the reasons the Pa evolution was so, was as a reaction against the PF originally using to Wiccan Rede as to cover all, The Black Country Pagans althought PF were not to pleased with the Londric centred wiccan movement.

Yes, there are people that only come to the Walk and Talk. Secondly, I'm assistant moot leader at the Acocks Green moot.
So having had the secretary and subsequently PF president from Birmingham is London centric? Admittedly it's since shifted further north, but the PF is not London centric. The big problem is that there are not enough people in the Midlands involved in the PF, so it's not represented well here in the Midlands.
That is the reason I suggested a bit more involvement with the members of the PA way back, but most of the people here just turned their back and decided to remain isolationist and ignore the national and international pagan community.

These are my thoughts.
At the moment the use of the term 'moot leader' means that people who want to be involved are either trying to find reasons why they qualify as a 'moot leader' or feeling upset at not being included.
Could I put the suggestion that anyone who is bothered to turn up and put forward ideas, get involved, etc. be invited to the meetings. There are not big enough numbers at the moment for it to be too large and wieldy. I cannot see that there is a need to restrict it to 'moot leaders'. Certainly the local pagans are nowhere near needing the NIA, you could probably have spare space meeting somewhere like The Wellington.
I feel that the PF were in a Catch 22 situation. The local pagans saw no need to be part of the PF as stuff happened locally with, or more often than not, without it. Why should they spend their money joining an organisation where the only benefit is a magazine (which did go through a period of being a pretty poor effort for a magazine too). So the PF was not represented locally because not enough people wanted to be involved, so nothing happened, so no one joined, so nothing happened, and the circle continued. It was not a decision by anyone to be 'isolationist', just that no one felt the need or compulsion to join the PF, and given the treatment that some local pagans received from PF reps, there is little wonder that there was antipathy towards the organisation.
I am waiting to see if the changes to the PF, now that there is a good man like John McIntyre back in charge, will cascade downwards. I know that membership is expanding in some of our neighbouring areas so this renewed enthusiasm for the PF may spread to the Midlands if people feel there is something offered that they are not getting elsewhere. There is certainly a good opportunity for the PF to show what they can do and what they can offer and it is then up to the local pagans to decide if that is what they want. I would certainly be interested to know what the PF membership has been locally, though I guess that comes under 'need to know' basis.

The only problem with inviting anyone who wants to contribute to meetings is that you have no idea if you are going to get 2 people or 50, thats one of the reasons for trying to establish a working group as a committee first. Once you have that in place and working you can expand it out or contract it in as required. Personally I'm not fussed who does what, but we had a situation where nothing was happening and someting had to be done. We'll see where we go next I'm sure.
